Cold calling is the practice of contacting an unfamiliar and unsuspecting person (usually by telephone). Salespeople often contact a potential customer in this way to offer a product or service. In the field of cyber security, this is what we call one of the ways of phishing. The criminal then contacts a random victim whose data was obtained (usually) by illegal means.
